BACKGROUND
CivilTEC was originally created in 2006 by Richard Gruiters who is also CivilTEC’s Principal Consultant. In 2010 Richard took a sabbatical from his business to assist with starting up a new Design Centre for a National Consultancy, before moving to an International Consultancy to further develop his skills and project experience, while also contributing to the management of the company’s national design and drafting resourcing.
In 2017 Richard decided it was time to get back to CivilTEC and carry on what he had started – working closely with clients to help them develop and deliver their vision, while providing exceptional customer service and project delivery.
Due to the rapid growth of CivilTEC’s business, in 2018 Richard was joined by Sam Green, a highly skilled Civil Design Engineer with the same passion for producing quality outputs and providing exceptional customer service.
The business continued to grow, requiring more staff, and Richard was able to secure the services of another talented local Engineer, with Josh Orringe joining the team in March 2020 as a Senior Design Manager.
In short, our passion is Road Design, while also utilising our broad engineering knowledge to provide clients and colleagues with robust technical solutions.

Project: Papakainga Development
Location: Bennett Road, Hastings
Client: Aorangi Maori Trust Board
Aorangi Maori Trust Board, in conjunction with Sheeran Associates, engaged CivilTEC for our construction monitoring expertise, to assist with engaging with local contractors and procuring the project for construction. Our services included: contract documentation, project cost estimating and construction monitoring of the physical works.





Project: Walking & Cycling Facility
Location: Pakowhai Road, Hastings
Client: Hastings District Council
What do you do when you have a critical gap in your walking and cycling network, at a challenging site putting cyclists and pedestrians at risk, and tight timeframes to have a solution implemented? What Hastings District Council did was call CivilTEC. We were able to design and overcome several site constraints to successfully provide a quality shared path facility, to connect two existing off-road shared path facilities.
Constraints included a large culvert headwall with a steep drop-off, existing streetlight poles to avoid, and the edge of a recently upgraded high volume Arterial Road forming a pinch point between the culvert headwall and the road edge. With our experience in pedestrian and cycle facility design, plus our knowledge of proprietary products which support safe design, we collaborated with several suppliers to provide a robust design solution, successfully mitigating all Road Safety Audit concerns. Proprietary products included:
– Cirtex Surewall retaining structures
– Moddex Bikeway Barrier Fencing
– Vanguard Flexible Traffic Separators

Project: Walking & Cycling Facility
Location: Hawke’s Bay Expressway, Napier
Client: Napier City Council
CivilTEC was engaged by Napier City Council to design a shared path extension to their walking and cycling network, adjacent to the Hawke’s Bay Expressway.
This extension was to improve connectivity between the suburbs of Jervoistown and Taradale as well as forming part of a future off-road commuter route between Napier and Hastings.
The project involved 800 metres of shared path, with the first 100 metres running through bush containing native plants.
This required a design that would not disturb the plant roots while allowing them to ‘breath’ after construction. The solution was the use of a specific geotextile cloth, topped with crushed limestone.
The remaining length of path was constructed with concrete. This required ground testing to ensure the path had sufficient strength to withstand loadings from mowers/trucks traversing the path during access for mowing, or clearing of the stream.
Deflection rails were installed at each end to demarcate the end of the off-road facility, as well as mitigating against unapproved vehicles accessing onto and driving along the path.
The finished product provides a safe, direct & enjoyable facility for pedestrians and cyclists, while connecting communities.






Project: Roundabout Design
Location: Ratanui Road / Mazengarb Road Intersection, Paraparaumu
Client: Kapiti Coast District Council
CivilTEC was engaged by Kapiti Coast District Council to undertake the investigation, detailed design, construction drawings and technical specifications for the installation of a roundabout at the above intersection that was receiving increased traffic volumes on the existing minor road leg, as a result of traffic demand changes from the completion of a section of the nearby State Highway 1 Kapiti Expressway.
We were able to deliver an innovative solution, addressing several challenges including: sight lines constraints, catering for multiple heavy commercial vehicle movement types while also maintaining entry deflection on each approach, maintaining suitable access for several residential entranceways in close proximity to the intersection and providing safe crossing facilities for school-aged pedestrians and cyclists.





Project: Carpark Design
Location: Hawea Park, Hastings
Client: Hawke’s Bay Regional Council
Hawke’s Bay Regional Council engaged CivilTEC to produce a car park design to cater for cars and tour coaches in an area with cultural significance in the Whakatu area of Hastings. The engagement consisted of concept design, detailed geometric design, pavement design, storm water swale design, construction drawings and technical specifications.
This project is currently under construction (April 2020) and CivilTEC is assisting the Hawke’s Bay Regional Council with construction monitoring, undertaking regular site inspections and providing technical guidance on design and construction queries. (Contractor: Higgins Contractors)





Project: Papakainga Development
Location: Colin White Road, Te Hauke
Client: Mahue Pera Ahu Whenua Trust
Mahue Pera Ahu Whenua Trust, in conjunction with Sheeran Associates, engaged CivilTEC for our Civil Engineering expertise, to assist in developing their land so the Trust could build affordable, warm, dry homes for their Whanau in a community-based environment. CivilTEC undertook the road alignment design, platform earthworks design, pavement design, storm water design, construction drawings, technical specifications and project cost estimating.
CivilTEC also engaged with local contractors to secure a competitive price for construction. This project is currently underway (May 2020), with CivilTEC undertaking the construction monitoring (Contractor: Higgins Contractors & Gair Contracting).





Project: Maraekakaho Road Intersection & Internal Haul Road
Location: State Highway 50 (Maraekakaho Road), Hastings
Client: Hawke’s Bay Regional Council
As part of a Resource Consent for a local contractor to continue with gravel extraction, a new haul road was required, with an associated relocated entrance on State Highway 50. The Hawke’s Bay Regional Council engaged CivilTEC to undertake an evaluation of another consultant’s design, produce a revised concept and ultimately produce a detailed design of a right turn bay and internal Haul Road, including installation of a 1350mm diameter stormwater culvert.
The proposed culvert is currently under construction (May 2020) with CivilTEC assisting the Hawke’s Bay Regional Council with construction monitoring.
